The Danger of Discourse

It's not a matter of "dangerous discourse", as Senior Minister of State Balaji Sadasivan says, but a matter of danger that discourse itself should ever show itself in the political climate, where ruling elites may have to escape from academic rhetoric and fancy language, but have to contend with serious debate.

An authentic discussion on serious issues of the day is not a laboratory experiment; that is, there are no such things as a controlled environment, or the removal of certain factors nor would we even expect a higher imposing authority figure dictating how the rules should follow. But that's how intimidating dialogues and debates are supposed to be for us. That is, we shouldn't be engaging with the voices of the many, rather it is much easier to follow the 'rules of discourse' dictated by the few.

Politically-conscious citizens, actually normal decent human beings who want to participate in society without eternally wearing the lens of any one ruling group, will need to be persistent in seeking, questioning, debating, answering and challenging fundamental assumptions that arises in social issues. Only a figure who has either distaste of democratic participation or wish to create conditions of minimal opposition to his/her power would chase after those who "persistently propagate, promote or circulate political issues". The end goals are quite obvious: rhetoric about promoting active citizenry and facilitating open dialogue is quite meaningless if people are not allowed to take part in the social, economic and political realms of their own society.

Furthermore, it is particularly striking that this issue arises at a crucial period where their power is at risk, even if only marginally. Given the arbitrary nature of what constitutes out-of-bounds dialogue, not to mention the many issues that Singaporeans need to educate themselves about, such as trade agreements, labor conditions and human rights, it would come as no doubt that these political issues are bound to apply pressure, which is extremely unneccessary, for the governing class to surrender their power to. To be worried about the spreading of propaganda on the internet is correct, but it is not propaganda about racial and religious extrememism, or Marxist conspiracies or class discrimination. For those things, you can either choose to apply grossly extreme legal coercion such as Sedition Acts or choose to call them entertaining, such as when pop blogger XiaXue justifies outright racial discrimination. Rather, the type of "propaganda" that warrants serious regulation are those that are critical about the fundamental premises behind corporate or governmental policies, values and ideologies.

Remember, the few individual blogs, such as those outlined in the article, such as Singabloodypore or YawningBread or Talkingcock, pose only minimal danger to the powers that be. There is some critical analysis, some newsworthy articles and good writings, but these blogs can't "propagate, promote or circulate political issues" as strongly nor widely as grassroots organizations. But those who could stir up public support, that could undermine the credibility of those they criticize, are quickly subjugated to the bureaucratic and sanitizing effects of "registing at the MDA", police monitoring such as Martyr See and other surveillance mechanisms.

I fully agree with the Senior Minister's response that "it is better and more responsible to engage in political debates in a factual and objective manner". Indeed, nothing would please me more than to see active debates held by citizen panels, discussing about facts that are not concealed by the subservient obedient media and objective enough that it is not one-sided Q&A monologue.

Yes. I've been thinking about this lately, even in terms of what i choose to write about (and choose not to write about) in my own blog. There is actually much critique out there, on the Internet and elsewhere, about the lack of freedom of speech/expression in Singapore and the fact that the government is undemocratic. But there is much less critique out there on the actual policies and practices of the Singapore government itself, on Singaporean corporations and on their international relations.

This is, ofcourse, my assessment based on my limited knowledge and experience. I think your analysis is pretty spot-on.

The PAP intends to preserve its power and status as the ruling party of the country and it seeks to continue to do this by discouraging an active citizenry who espouses views and opinions that are contrary to what is the "TRUTH" as told by PAP. It uses the laws of the land passed through parliament through their majority control to stifle and intimidate its opponents (and potential opponents).

My parents support the PAP for the things they had done. Brought peace, stability and economic prosperity. But do not forget how they got into power, they teamed up with the same communist factions within the PAP to get the Chinese vote and used the Internal Security Act (a British Colonial Legacy) to eliminate them once they had power. Now this same act is in their arsenal and they have also invoked the sedition act to send a signal to citizens in cyberspace that it is a war. You are either for me or against me, there is no middle ground.

With over 40+ years in (absolute) power, it is pushing the envelope in achieving the ultimate hubris - thinking it can do no wrong and that it is the only way.

Thank you for all your comments. I agree with you, B&D, that there needs to be more critique on the actual policies and practices. Now this is not an easy task to do, blogging by itself can drain a significant amount of energy and time, not to mention people need to draw on official documents, research papers and history to substantiate their points. Hence, I have always been calling for collective organisation, and not just solo blogging. Resources need to be pulled together. To penetrate the veneer of propaganda won't be easy.

It's true that unlike most other countries, Singapore solely relies on one standard version of history. This is a conscious elite-driven affair, and whether the accounts of the senior elders are correct or wrong, people have a right to challenge their interpretations and analyse historical accounts based on their own methodological efforts. Suffice to say, there is a reason behind this indoctrination, and it serve us well to uncover it.

Hey TE, yeah individual blogging is hard work. Or more generally, individual fact-finding/truth-discovering and analysis-building is hard work. So yeah, organizing collectively is key. I think at some point, though, simply critiquing stuff is not enough (which is probably why i'm not an academic). We need to take collective action if we ever want to change anything. Writing is one way, but there are many others.

With regards to Singapore's unique-ness in relying on one version of history, i'm not sure it's all that unique. Singapore may be an extreme example, and there may be (slightly) more room in other countries for alternative and marginalized voices/viewpoints to surface, i don't believe things are all that different. For instance, when i was living in Canada, i learnt that while the 'official' history espoused by the Canadian state is a sanitized one of European migration and settlement, in reality the Canadian state is founded on the genocide of Aboriginal peoples and the systematic theft of land.

No one ought to "qualify" to have an opinion. Anyway, who is going to be the judge of who is "objective" and who is not?

A lot of the PAP bullshit is not objective—because a lot of what the PAP members say are based on arbitrary premises.

They are always talking about "the future"—being "better" IF you support the govt. No one apparently is concerned that RIGHT NOW is where it is at.

And as far as freedom goes, it is sad.

Where's the "objectivity" on the reaons that the following are fixtures in the social landscape:

1 Govt servants and ministers being paid astronomical wages—all the premises to argue for this point: arbitrary

2 Opposition parties have "time bombs"—all the premises to argue for this point: arbitrary

3 Non-disclosure of certain state accounts will keep speculators out—all the premises to argue for this point: arbitrary

4...etc No making "political films", publishing requires permission, censorship "protects society", every male of military age must be willing to die for hi country, people of a certain race can't be trusted in the military...—all the premises to argue for this point: arbitrary

Can you think of at least a few more? I bet you can!
